6. Subsidy, attendance, and cancellation policy
HRDA Subsidy and Seminar Attendance
The seminars are fully subsidized by HRDA on the condition that the following criteria is stringently adhered to:
1. Participation for the whole seminar must exceed 75%.
2. 1 device per person must be used.
3. You must ensure you check in punctually at the beginning of the seminar and check out at the end of each day.
4. You are obligated to participate in the follow up onsite 4 Hour visit and you must ensure you check in and check out promptly.
According to HRDA services, the following changes enter into force for training programmes which are implemented from 1 May 2026 and concern the following:
“(a) Following a relevant decision of the Commissioner for Personal Data Protection, the requirement for the continuous activation of the participants’ camera is abolished in cases where Distance Electronic Learning (DEL) is selected as the training method. The requirement has been formulated as follows:
The trainer, as well as each trainee, must have access to the virtual environment through his/her own electronic device, and there must be a camera on the electronic device of all persons, which must be activated at the beginning and at the end of each meeting of the training programme. Continuous activation of the camera is recommended.
When the camera is activated, a live image of the participants must be displayed (e.g. the camera must not be turned towards the wall or the ceiling, nor should a photograph or recorded snapshots of the participants be displayed).
In the event of an inspection of the training programme by a competent officer or an authorised inspector of the HRDA, the participants are obliged to respond immediately to the submission of any information requested from them and to activate their camera.
(b) In cases where DEL is selected as the training method, the trainers may not be in the same place as the trainees.
(c) In the event of a change of the electronic learning tool, the submission of a request and the approval of the HRDA are required. This change is included in the modifications to the details of the training programme with the approval of the HRDA.
(d) In the event of a change of link (URL address) for access to a DEL environment, notification of the HRDA is required. This change is included in the modifications to the details of the training programme without the need for the approval of the HRDA.
(e) The four-hour on-site visit with the trainer is mandatory and constitutes the in-company component of the seminar, in accordance with the requirements of the HRDA of Cyprus. This visit is intended for addressing participants’ questions and providing consultancy support, and it cannot be omitted or replaced with online attendance. On the day of the visit, participants must strictly adhere to the agreed time in order to register their attendance in the trainer’s attendance record. If any participant is unable to attend, they must inform the administration immediately so that the appointment can be rescheduled. Participants are allowed a maximum absence of 10% of the total duration. Absences exceeding this limit may result in the withdrawal of the subsidy, in which case the cost will be borne by the participant’s company.
The HRDA recommends the continuous activation of the trainees’ camera during the implementation of training programmes by the DEL method. The continuous use of the camera enhances the quality implementation of the training programmes, since it helps each participant to have active participation in the training programme and helps the trainers to monitor, and thus confirm, the participants’ understanding of the content of the training programme.
The Descriptions and the Policy and Procedures Guides of the Schemes are posted on the HRDA website. For more information, interested persons are requested to contact the Public Service Office, by telephone at 22390300 or at the email address [email protected].”
In the event the criteria is not fulfilled satisfactorily and you are rejected by HRDA, please note that you as an individual or your company will be liable to pay the participation fee of €1800.
Finally, please see our cancellation policy:
– Cancellations can be accepted up to 5 working days prior to the seminar without penalties. For any cancellations received after the deadline (or no-shows), the individual or company will be invoiced the full amount per participant.
– Substitutions can be accepted up to 2 working days prior to the seminar without penalties.
